Interesting nobody used the words jail or murder yet. Not even manslaughter.

Just because there was no driver does not keep it from being a crime. Do the engineers go to jail or do the managers or the investors?

In a typical crash, you don't jump straight to "this was murder/manslaughter"/"who is going to jail". At a bare minimum, you have to establish fault. I don't see why this case would be any different.
