I don't like the idea that there are harmful words but some people can use those harmful words and not others. If you believe words are harmful, then the only way to deal with such words is a complete ban. Otherwise you're at best sending mixed messages, but more importantly you're saying people can use them "in appropriate" situations but others cannot under any circumstance.
