I must be misunderstanding something. A bus that covers 40 miles in 22 minutes would be doing 109 MPH the whole way, even on the shoulder.

I
live around 40 miles outside the city. The bus station is approx. 20 miles from the city. Since it doesn't have to stop (the HOV lanes around here are usually open) 22 minutes is reasonable.
