How do those Docker-based CI systems support Windows and Mac builders? Aren't you constrained to just Linux? Seems like quite a crippling constraint in a huge number of situations.

It seems to be licensed under Apache 2.0 (for community edition) + some custom commercial license (for enterprise edition). See here:

Yes, they integrated it with Codeberg.org also running Gitea.
