In PDX there is "Portland Indie Game Squad" and they actually do this.

Also in PDX: Retro Game Bar, Ground Kontrol, Quarterworld... there are others that host fighting game tournaments etc...

Unfortunately, it just doesn't make money for the people putting in work developing the game.
