If Tomnod updates to include the latest areas, couldn't Google just link to Tomnod on their home page? It doesn't make sense to duplicate the effort IMO.
Of course, they'd need to talk to Tomnod first to make sure they're ready for that kind of traffic, as it seems they've already had scaling issues, but hopefully this doesn't pose too many problems.
